This service is provided under a project that seeks sustainable medical care in Kyoto, “Project Committee of Constructing Community Renovation Model of Health, Medicine and Welfare in Kyoto to realize Society 5.0 for Kyoto.” Over 30 corporations and local medical facilities are in partnership for this project.

Background and Objectives
Background
In Japan, the following issues need to be addressed: the shortage of doctors in areas with inconvenient transportation, such as remote islands and remote areas; ensuring access to medical care in areas where it is difficult to go to the hospital; reducing the use of emergency rooms for patients with low risk of serious illness in areas where tourists are concentrated; ensuring access to medical care in evacuation centers in the event of an emergency; and prompt medical coordination at nursing homes and other facilities. The following are some of the issues that need to be addressed. In order to improve “medical care and welfare” with limited social resources, more than 30 companies and organizations have gathered to seek solutions through medical MaaS, digital collaboration, digital common infrastructure, etc., aiming for “a society where everyone can live a cultural life tailored to their community by connecting health, medical care, and welfare in their daily lives without barriers. The “Japan Health, Medical, and Welfare Community Development Model Project Conference for the Realization of Society 5.0” was established to study model projects.
Objectives
(1) Resolve issues related to medical institutions and emergency transportation
In order to protect the limited medical resources in the region and to curb convenience visits (visits in non-urgent situations) and non-urgent emergency requests for nighttime emergency outpatient services, the “Nuchimasu-go” will be operated as a highly convenient medical service in order to properly treat and transport severely ill patients with a high level of urgency, and to provide appropriate medical care. The 24-Hours Urgent Care Service by Japan International Clinic Alliance will be operated as a highly convenient medical service to curb convenience store visits (visits for non-emergency situations) and non-emergency requests for medical care.
(2) Realization of a safe and secure tourism-oriented prefecture with high added value
The situation is such that people who should not use the emergency outpatient clinic because the general outpatient clinic is not available are also visiting the emergency outpatient clinic because they are anxious in case of fever or poor health and want to be treated as soon as possible, but it is nighttime. The 24-Hours Urgent Care Service by Japan International Clinic Alliance is a service that can be used during the nighttime when people are not feeling well, providing an alternative to the emergency room and addressing the concerns of tourists.
In order to solve (1) and (2), which are the premises of the issues to be solved in this project, this demonstration project will demonstrate medical services as an option other than emergency room visits in the resort area by utilizing a multi-tasking vehicle that can be used for various purposes. In addition to providing medical services and consultation services in the vehicle, the effectiveness of the initiative will be verified by coordinating the delivery of prescription drugs.
